Distinguishing Features of the Class: The Chief of Laboratories (Molecular) directs the operation of the Molecular Diagnostics Laboratory and coordinates activities with other laboratory divisions, hospital departments, physicians and clinical staff. This is a management level position which assists the Administrative Director and Laboratory Manager in setting administrative and clinical operating policy, practices and procedures. A Chief of Laboratories must possess expert knowledge in their specialized field in order to set standards, provide technical direction and interpretation, and perform critical evaluations of new and existing procedures. Responsibilities include ensuring the laboratory is compliant with regulatory requirements, accreditation standards and Medical Center policies and procedures. Supervision may be exercised over a number of supervisors, medical technologists and support staff. Does related work as required. Examples of Work: (Illustrative Only) Administers, directs, plans and coordinates the operations of the Molecular Diagnostic Laboratory and determines and monitors tests and procedures to be performed; Serves as technical expert and reviews the work of a number of laboratory personnel, providing instruction, professional expertise, and interpretative analysis; Develops and implements standards, practices, and procedures for the operations, organization and management of the laboratory in accordance with Westchester Medical Center policies and procedures, regulatory requirements, and accreditation standards; Works with the laboratory supervisory staff to prioritize, assign and monitor work to optimize operational performance; Develops, implements and guides quality assurance/quality control activities and investigates deviations to ensure effective corrective action; Develops, validates and implements new laboratory test procedures, including IVDs and LDTs; Interprets test results and authorizes written reports in a timely manner; Performs bench molecular microbiology, genetics and oncology tests, as assigned; Reviews and signs out molecular genetics and molecular oncology cases if needed; Ensures effective communication with leadership and clinicians and resolves client inquiries and operational issues in a timely manner; Confers with attending or referral physician on test results and ensures their immediate notification when the critical limits of test results are exceeded and present a life threatening circumstance for a patient; Assists in the preparation of operating and capital budgets for the laboratory; Participates in the recruitment, development, training and performance evaluation of laboratory staff; Participates in teaching of residents, fellows and technologist; Keeps abreast of developments of new techniques or improvements in published and existing methods and through attendance at workshops, conferences and meetings. Full Performance Knowledge, Skills, Abilities and Attributes: Thorough knowledge of the principles, techniques, procedures, instrumentation and safety precautions in the field of medical technology; thorough knowledge of the principles, techniques and procedures in the field of molecular biology and genetics; skill in the operation, calibration and routine maintenance of modern laboratory equipment and instrumentation including automated equipment; ability to conduct tests and analyses of molecular related procedures, detect and investigate problems, and make evaluations supported by experimental evidence; ability to understand, follow and explain medical and technical instruction; ability to provide technical consultation to physicians and nurses; ability to implement quality control standards; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships; dependability; accuracy; thoroughness; sound professional judgment; physical condition commensurate with the requirements of the position. A physician licensed to practice medicine in the State of New York or graduation from a recognized university with a Ph.D.* in a chemical, physical or biological science; Certificate of Qualification as a Laboratory Director in Molecular Genetics and Molecular Oncology issued by the New York State Department of Health and four years of experience performing various molecular diagnostic tests. *Special Note: Education beyond the secondary level must be from an institution recognized or accredited by the Board of Regents of the New York State Education Department as a post-secondary, degree-granting institution.
